You are absolutely eligible to appear for the Civil Service exams conducted by the UPSC which offers post such as the IAS,as the basic educational qualifications to appear for these is to be a graduate or equivalent from an UGC recognized university or a final year student in the same.
Also your age should be between 21-30 yrs if general,,relaxable by 5yrs for SC/STs and 3yrs for OBCs.
But you are NOT eligible to appear for the IES exams as it is eligible only for BTech holders in the stream of Civil,electronics,electrical AND mechanical engineering.
So you can prepare for the IAS but not the IES exams !!
