I want apply for the Civil Services Exam, But when going to apply in UPSCONLINE i found "No Examination Notice is currently issued" so please help me how can i apply the same. please help me becuase last date is 04th march 2013....

The notification was originally scheduled to come out on 2 Feb' 2013. But due to some reasons only known to UPSC, the notification was postponed and is not yet out. So, you need not to worry about the last date as it will also be shifted according to actual notification date.
Since no examination notice is currently issued, the website is showing the correct current status.

Dear for your kind information that UPSC board were released the dates for upcoming civil services examination as following
Start date for online application - 02-02-2013
Last date for online application - 04-03-2013
But unfortunately due to some unforeseen circumstances the board cancelled the dates for online application for civil services examination and the notice for this cancellation is available at the official website of UPSC board and i have attached the notification for your more information so that you should not worry because it would happen when you would try to apply for UPSC Civil services examination and USPC board also declared that the dates for online applications would be announced soon at the official website of UPSC board which is - www.upsc.gov.in so that dear do not worry about the dates and care about your study and study hard and if you have prepared already for preliminary examination then you should practice again of your study material and make yourself 100% sure that you can get qualified in the preliminary examination in both papers

Off line process:
The application forms are available post offices all over the country.To sent the filled application form to the secretary,Union public service commission.The information for the examination rules & syllabus details is published in the month of December in the "Employment News","Rozgar samachar","Gazette of India" & some leading News paper of the country.

You are getting the so called Error message because the UPSC Civil Services Exam 2013 Exam notification has not been advertised yet.
You are getting the message because UPSC has not advertised any notification for any of its exams recently or this month.
The Exam Notification For UPSC Civil Services Exam(CSE)2013 was expected on 02.02.2013.
It has been postponed due to reasons not known and is likely to be advertised by UPSC in near future.
Method of Application :
-To apply to UPSC CSE 2013 you have to first wait for the exam notification to be issued.
-Exam notification will be issued by UPSC in the Employment News/Rozgar Samachar/some leading newspapers/UPSC Websites.
