UPSC conducts the NDA exams Twice every year.
The candidates selected are commissioned in the
Army,Airforce and Navy wing of the Defence Forces of India.
The NDA I exam are expected to be held on 07.04.2013 and
notification will be advertised on 22.12.2012.
The NDA II exams will be held on 11.08.2013.

1)Candidates who are appearing for the NDA exam must complete their 12th class
2)Candidates who are appearing for the NDA exam must be unmarried males.

Yes 12th pass students can apply for NDA exams but you should be within the eligibility criteria for NDA.
The Eligibility criteria for NDA is:-
The candidate must be an indian citizen.
The candidate must be an unmarried male.
The candidate must be passed/appeared in 12th Science with a govt. recognized university.
The candidate must be medically fit.
He must be in between 16.5-19 years.
You should have these eligibility criteria fulfilled to apply for NDA.

yes, you can apply for NDA exam while completing 12th. you can apply for the exam online. NDA exam is conducted by UPSC two times a year.
