Yes, if you have cleared your 3ed sem sucesssully then you can apply for UPSC .

and for CBI its depends on you howmuch effort you put for exam.

and you can apply 4 time in USPC exams.

A Graduate degree holder in any dicipline & the student of a final year degree course student can apply for UPSC exams.
There is a limited number of time one can attempt UPSC exams.
For General - 4 times
For OBC/Physical handicapped - 7 times
For SC/ST - No limit on number of attempts.

No now you are not eligible for the exam as you can apply for the exam in the final year of your graduation and moreover you can apply for it after you complete your graduation and the number of times you can write the exam is :

1.For general category 4 attempts.

2.For obc category 7 attempts.

3.For sc/st category any number i.e no limit attempts.

Yes, you can apply for this exam but after clear your 3rd year B.Tech. And if you belongs to general category then you can write this exam only 4 times, for OBC 7 times n SC/ST unlimited times.
