Yes if you had the backlogs in your graduation then also your eligible but you have to clear all the backlogs before to complete the graduation otherwise you are not eligible for the exam .
So that if you have current backlog then before completion of graduation , clear all the backlogs so that you are eligible for the exam .
The other requirement for the exam is below :
-> age limit is 21-30 for general cast , 3 years relaxion for obc , 5 years relaxion for sc/st/ex-serviceman , 10 years relaxion for physically handicapped .
-> maximum 4 attempts are allowed for the general cast , 7 for obc cast and no limit for the no of attempts for the sc/st cast .
So if you done your graduation and if you no current backlogs then you are eligible for the exam .
Otherwise you have to clear the backlog first .

Yes students with backlogs allowed in the upsc exam
As for the upsc exam the candidate should be pass
In the graduation from a recognized indian university
As it does does not mean that you have backlogs or not
just need to be pass in graduation
Age limit : The age limit 21-30
And relaxation given to the obc 3 years
Relaxation given to the sc/st candidates 5 years
If you are filling the above requirements then
You can go for the exam
