yes,any graduate who done graduation from the rcognised university or equivalent(whom Indian govt. deemed to be equivalent ),so you are eligible even you have done it from abroad if it is from a recognised university

To all the "Nay" saying people. Do your homework, UPSC exam allows abroad degree holders students to appear for the exam.
"The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification".
So, do you guys know what is included in "Act of Parliament"? or the University Grants Commission Act, 1956? No right? I thought so.
Moreover, Read the last line of education criteria, if only you knew what it meant, you wouldn't be sticking to only the fact that Indian Degree Holders can appear for exam. The last Line clearly states - "or possess an equivalent qualification".
If your time period of study was equivalent to the Indian Bachelors degree of 3 - 4 years or to Masters (MBA of 2 years Equivalent to Indian MBA), then Hell Yeah, you can sit for the examination.

Yes you are eligible to appear for Civil Services Exams because you are having a completed degree from abroad but you should know that your degree must be from a recognized university and you should have at least 50% marks in your degree and don't worry about the local or abroad because UPSC board accepts all universities degree but the university should be recognized under the Government.
Your age should be between 21-30 years and relaxation in age as per government standards which is only for reserved category candidate - 5 years for SC/ST and 3 years for OBC category candidates.
Paper Pattern :
Preliminary Exam : Objective Type - Two papers - Total 400 marks means each contains - 200 marks
UPSC Main Exam : Descriptive Type - Seven paper - Total 2000 marks means all 6 papers contains 300-300 marks excluding to english because english contains only 200 marks
Interview Process : If you will qualify both of pre and mains exam then you are allowed to face interview process and Interview Contains 300 marks and final selection would be on the basis of your marks and interview performance and on number of vacancies for various posts.
