it seems you are mistaken somewhere. 6 months course cant be a degree or graduation. You are talking about a certificate course, and for UPSC it is not acceptable.
Below are eligibility Criteria for UPSC Exam:
1.Age limit- 21 years minimum and 30 years maximum, 33 for OBCs and 35 for SCs/STs .
2.Graduation from any govt. recognized university in India.
3.Number of Attempts
Four attempts for general, seven for OBCs and no limit for SCs/STs.
Some other criteria are also there which varies with all the services.
