let me clear it diploma is equivalent to 12th passed /inter passed.if you did diploma that means you have completed inter indirectly.it can not consider as graduation.
and to appear for upsc civil service exam you must posses the following below conditions,
-must have completed graduation from a recognized university in any discipline with good results
-the age must be in between 21-30 years
-must be indian
-must be medically fit and fine i.e should not have any disease or any ill health problems.
-both men and women can appear for the exam
-must have satisfy the physical standards requirements as per upsc.

For applying in UPSC examinations like IAS,IPS,IFS,CDS minimum educational qualification required is GRADUATION OR ANY EQUIVALENT DEGREE from Recognized University.

The diploma is equivalent to the 12th level thus you need to have a graduation degree for becoming eligible.

You need a graduation degree to apply for civil services exam and also for CDS exam.
Eligibility Criteria For CDS :-
