The first requirement of upsc civil services examination is graduation in any stream. If you are only diploma then you cannot fill the form of upsc. You have to first complete your graduation degree then you will fully eligible for the upsc examination.
You can go for admission in engineering degree. You are diploma then you can get in 2nd year admission in Electronics and telecommunication degree course. And after three years when you are in the final year examination in your university then you can apply for Engineering Services examination i.e. IES exam. If you want to go then you have to fill other exam like IAS/IPS/IFS etc. You can fill the form of upsc at www.upsconline.nic.in. Best of luck.

The UPSC conducts all its examination through online. The qualification is to pass the Bachelor degree at any recognized university in any discipline. So you have to complete the Bachelor degree or B.tech. if you complete your B.tech in Electronics and telecommunication Engineering, then you can apply for IES(Indian Engineering Service). To apply online, you have to apply through www.upsconline.nic.in and then click on the ORA link. Then you have to fill up the form according to the instruction. Sorry dear, you are only diploma in Electronics & Telecommunication then you are not eligible for UPSC.
You can complete your graduation from any Engineering college in the same branch.
Academic Qualification required to appear for UPSC is degree from any of the institutes established by an Act of Parliament or any University deemed by the University Grant Commission under section 3, Act, 1956.
UPSC exam notifications are available at official website or in employment newspaper. There are 2 modes to fill form.
1. Offline:- In this mode you can purchase the form from any nearby post-office through CRF stamp of denomination of Rs 50/- or Rs 100/-.
All filled applications should be submitted to "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/Speed Post or by Courier.
2. Online:- To fill application online you have to visit www.upsconline.nic.in. Instructions to fill forms are available with every exam notifications. First you should visit the website of UPSC and download the notification and go through on this carefully. After that go to the registration website to register for a particular examination.
