MPSC stands for Maharastra Public Service Commmission and UPSC for Union Public Commission.
- MPSC conducts exam foe recruiting civil servents under Maharashtra government whereas UPSC for central government.
- Both conduct written exams and interviews.
- Interested candidates are free to apply for both exams in same year.
- there is no such rule that with UPSC exams candidates can't apply for other exams in the same year.

Yes,why not ,you can give the UPSC and MPSC exam in the same year ,as there is no such restrictions.
MPSC is the Maharashtra Public service commission.It is the state civil services examinations of Maharashtra.The necessary requirements for the MPSC is as below:
>>Bachelor's degree is the minimum academic requirement.Final year candidate can also apply for the exam.The age limitations is :
>>General : 19-33 years
>>Obc:19-35 years

UPSC stands for the Union Public service commision.I think you have asked about Civil services examinations which are held every year by UPSC.

Yes you can apply for both UPSC and MPSC exams at a time or in the same year :
UPSC is a central government board which conduct exams for various posts in various department and UPSC selected candidates can be sent anywhere in India to serve the country but MPSC is a state government board which also conduct exams for various high posts in various department but the state PSC selected candidates are only eligible to work in that particular state from where they have qualified the exam means if you qualify the - MPSC : Maharashtra Public Service Commission then you would only be allowed to work in your Maharashtra but if you select by the UPSC board then you may be sent to any state of the India and if you contains the enough eligibility criteria for both exams then you can apply for both UPSC and MPSC exam at once and you are also eligible to apply for other state public service commission exams but that state government must be allowed your state candidates to apply for exam.
