Dear you should know that both are public service commission exams and UPSC is central government organized body which is called as a constitutional body of India and MPSC is a Maharashtra state government organized body but work are something same for both bodies but the UPSC board is stronger and more powerful than MPSC board so that eligibilities are following :
Candidates must have a bachelor degree in any discipline from a recognized university with at least 50% marks and the age should be about 21-30 years and relaxation in age as per government guidelines but if you wist to apply for MPSC then your age should be between 18-28 years and relaxation in age as per government rules.

No you cannot apply to UPSC/MPSC exams in your second year B.com.
But when you are in your final year of graduation i.e.3rd yr B.Com you can apply as
final year appearing/appeared candidate to UPSC CSE or other exams conducted by
UPSC/MPSC at the graduate level.MPSC exams are conducted at the state level only.
UPSC conducts the CSE(Civil Services Exam) every year to make recruitments to 24 services/posts.
It is one of the toughest and most competitive exam at the all India level.

OBC-21-33yrs

Educational Qualification :
A graduation degree in any stream form a UGC recognised Unioversity.

You can see the following eligibility criteria for both UPSC and MPSC�
Eligibility criteria for UPSC exam:
1)Candidate must have completed graduation or engineering from a recognized university .
2)candidates who appearing in final year of graduation or engineering can also apply for the upsc exams.
3)age limit for the upsc exams is 21 to 30 years.
4)age relaxation of 3 years is given to those candidates who belongs to OBC category .
5)age relaxation of 5 years is given to those candidates who belongs to sc category.
Eligibility criteria for MPSC:
1.Age:
To appear for this examination a candidate must have completed minimum 19 years of age (on or before 1st April of the year in which candidate is going to appear for examination).
The maximum age limit for open category candidates is 33 years. The age limit is relaxed by five years in case of candidates from reserved category. For handicapped candidates the maximum age limit is 45 years.
2.Educational Qualification:
A candidate in final year of degree course can apply and appear for the Preliminary Examination. However he should submit the proof of his degree qualification while applying for the Main Examination,if selected in Prelims.

Only those candidates are eligible for the exam which has completed the graduation in any stream or
those candidates which are appear in the final year or waiting the final result. So you will eligible for the exam in the next year.

Sorry friend you can can not apply for the MPSC and Civil service exam in second year of B. Com.
to apply for MPSC and civil service exam you will have to wait for one year. My intention to say that you can apply in final year of graduation.
but minimum educational qualification for MPSC and civil service exam is Grauation in any branch from a valid university or college of India.
for the UPSC exam age limit is 21 to 30 year while MPSC exam age limit is 18 to 33 years.
