Of-course you can apply for the upsc and mpsc both. You will APPLY ON IAS/IPS/IES ETC. EXAMS FOR UPSC.

The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.
First of all you have to go through the Question Pattern for which exam you want to appear. You can download and print Previous Years Question Papers at www.upsc.gov.in
NCERT books are best for the basic knowledge because it covers full syllabus of UPSC.
You can also practice more and more MODEL Question Papers from a sample paper by which you can experience to the Questions coming in UPSC exams.

-The UPSC Civil Service Exams are conducted at the central level whereas the MPSC Exams are conducted at the state level,for filling in highly anonymous and posts full of dignity.
-The minimum educational qualification to appear for these is holding a degree of Graduation or Equivalent under an UGC Recognized University,under any stream or being a final year student in the same.
THEREBY BEING A HOLDER OF DEGREE IN COMPUTER ENGINEERING,YOU ARE SURELY ELIGIBLE TO APPEAR FOR THESE.
-Also make sure that you are a citizen of India,and your age lies within the age group of 21-30 yrs,relaxable for backward classes though.

well after computer engineering you have four options:
1. WORK IN A SOFTWARE FIRM
-Infosys
-Cognizant
etc
2. GET A MASTERS DEGREE FROM ABROAD
3. GET A MTECH DEGREE from IIT etc after giving GATE
4. DO AN MBA
Now, as far as UPSC is concerned, Computer Engineering is not a subject in the list. However, you are eligible but you will have to prepare some other subjects. But UPSC is a good option.

- UPSC and MPSC are different exam conducted for admitting aspirant to the central and maharastra state government respectively.
- The qualification required for both the exam is bachelor degree in all the disciplines. But with computer science degree you can not apply for all the exams .
- In the UPSC you can apply for IAS, IPS and few more disciplines but if you prefer engineering service then you need to appear in civil or mechanical or electrical disciplines .
- Similarly MPSC conducts exam to various posts available under the state government which includes magistrate, inspector , sub inspector etc.
- Exams are not conducted in the in general exams are conducted separately and recruited every year depending upon the vacancies that is available .
