    Hello

    NO YOU CAN NOT APPLY FOR UPSC EXAM WITH A PENDING OR A BACKLOG.

    The criteria for applying in any UPSC exam is graduation(minimum) and as you have a current pending subject then you are not a graduate.

    You will have to clear your pending so that you become a graduate because no university would give you the degree if you do not clear your pending subjects,it is very much necessary that you clear your backlog in order to receive your degree.

    You would not be allowed to apply for any UPSC exams till you clear your backlog.

    Having a history of backlog is not a issue,rather than if you had it in present.You will have to clear it.Otherwise it is not possible for you to apply in any government organization.
