for participating in UPSC exam the required criteria is:
you must complete or appearing in final year of graduation from recognized college or university.
your age must be within 21 years to 30 years.
And there is relaxation in UPPER AGE limit for reserved category candidates(3 years for OBC and 5 years for SC/ST candidates).

Generally the age criteria for applying UPSC examination is 21 to 30 years
But there is a term of age relaxation comes.
According to the age relaxation rule applying by the government
The rule as follows.
-->For general category candidates the age limit ranges from 21 to 30 years
-->For OBC candidates the age limit ranges from 21 to 33 years
-->For SC/ST candidates the age limit ranges from 21 to 35 years

Nationality:- The candidate must be the citizen of India to apply for theIndian Administrative Service & Indian Police Service.
Age Limit: - The candidate should be minimum 21 years of age for applying andthe maximum age limit to apply for the UPSC Exams is 29 years.
Educational Qualification: - The candidate should have a degree completed fromany of the institutes established by an Act of Parliament or any Universitydeemed by the University Grant Commission under section 3, Act, 1956. Thecandidates with a degree from any of the recognized universities can apply forthe UPSC Exams.
Number of attempts: - Every eligible candidate is allowed to attempt the CivilServices Examination four times.

All the UPSC Exams have the same forms. The eligibility criteria and otherdetails may differ from exam to exam. A candidate wishing to appear for morethan one exam has to fill an individual form for each examination. UPSCnotifies common public about the examinations through Employment News and otherleading newspapers every year in the month of December.
