Nope. you cannot apply with HSC qualification. THe mininmum prescribed educational qualification is completion of a bachelor's degree. UPSC conducts various examinations for selecting suitable candidates for group A and group B gazetted officers post. Hence a bachelor's degree is compulsorily required. You can look into exams conducted by staff selection commission, such as combined higher secondary level examination for various departmental post(ie Group c and Group D)

1.UPSC: NDA/NA Exam
>>For Army wing of National Defence Academy: - 12th Class pass of the 10+2 pattern of School Education or equivalent examination conducted by a State Education Board or a University
>>For Air Force and Naval Wings of National Defence Academy and for the 10+2 Cadet Entry Scheme at the Indian Naval Academy: - 12th Class pass of the 10+2 pattern of School Education or equivalent with Physics and Mathematics conducted by a State Education Board or a University.
>>Candidates who are appearing in the 12th Class under the 10+2 pattern of School Education or equivalent examination can also apply for this examination.
AGE: Age between 16 1/2 to 19 years.
2.SCRA EXAM:

SCRA:
SCRA is the special class railway apprentice examination.
It is organised by UPSC every year in the month of january.
Eligibility criteria:
You must have completed your HSC from a recognised board with the subjects such as physics,chemistry and mathematics.
Your % of amrks should not be less than 60.
Your age should be between 17-21 years.
Nationality: Indian.
Examination pattern:
NDA is the national defence academy.
This examination is conducted twice every year.
Eligibility:
>>10+2 from a recognised board with english and mathematics as compulsory subjects.
>>Your age should be between 16.5 to 19 years.
>>You should be unmarried male .
>>You should be mentally and physically fit.
