If her score record is good in academic and she can go with science otherwise commerce is also ok to focus on UPSC.
You have to think of available time in future also according to her study area. In science generally student dont have time to study other than academic.
I will advice you to go her in normal pace untill she gets admission in any college for graduation, either with science or commerce. once she is in graduation then she can decide for UPSC preparation.
One point i will tell you to focus is everyone doesnt get through UPSC easily. so first let your sister make her career in her own graduation study. It may possible if she doesnt get in IPS, so she can continue her career based on graduation background. Dont ruin graduation in order to get in IPS at least.
