First of all I have to tell you that only graduate student can appear in UPSC examination. You have passed your certificate through any board it is not so important.
UPSC conducts examination of all over India for the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Forest Service and other good reputed job posts.
You can see list of examination conducted by upsc in upsc official website www.upsc.gov.in at Examination Section. Also you can find the date of submission of online form.

dear friend upsc stands for union public service commission which conducts many exams like civil services exam, combined defense services exam and all the exam to provide A grade government job but to apply for upsc exams you must have completed your graduation or either should be in final year of graduation. just check the address upsc.gov.in and you will get each and every detail

UPSC is a commission consisting of a chairman and 7 other members. Its history dates back to 1930s when central civil service commission was setup by the British. After independence, it was named as UPSC (union public service commission) to recruit candidates for extremely important and prestigeous posts which form backbone of Indian administration. THey also recruit people for Indian foreign services, a highly revered post, where Indian diplomats serve in foreign countries as ambassadors of India & other united nations organization. Higher secondary students can apply only to Special class railway apprentice exam and National defense academy exam conducted by UPSC. Other exams require a bachelor's degree to apply.

Unfortunately my friend you require minimum education qualification of Graduation from any stream or equivalent from a recognised University.
