Yes you are eligible to appear in the UPSC exam while doing your internship after MBBS.

You will be allowed to apply and appear in the UPSC exams on provision.

At the interview stage you will be asked to produce Original Degree

or a certificate from the concerned competent authority of the

University/Institution that they have completed all requirements including completion of internship for

the award of Degree.

On event of selection in the final merit list you will be posted only after completion of your internship.

for civil services preliminary exam you can apply without completing the internship.
If you have cleared preliminary then at the time of appearing for mains examination, you have to submit a copy of letter from your institution that you have cleared the final professional medical examination.
If you have cleared mains also, then at the time of applying for interview, you should have completed your internship. you should submit a letter from the institution that you have cleared all the requirements for the award of a degree.
