You can apply UPSC exam after MBBS especially CMS exam.
The "Combined Medical Services" Examination or the CMS Exam is conducted by the Union Public Service Commission for recruitment as Medical Officer in various organizations under the Government of India.
- Age:-Must not have attained the age of 32 years with relaxations for various categories like SC,ST,OBC,Ex-servicemen etc.
- Educational Qualifications:-Passed the written and practical parts of the final M.B.B.S. Examination
- Candidates who have passed the final professional M.B.B.S. or any other Medical Examination but have not completed their internship by the time of submission of their applications for the Civil Services (Main) Examination, will be provisionally admitted to the Examination. They will however, have to submit a copy of a certificate from the concerned authority of the University/Institution that they have passed the requisite final professional medical examination with their application . In such cases, the candidates will be required to produce original Degree or a certificate from the University/Institution at the time of their interview .

Minimum educational qualification for civil services exam is a pass in bachelor's degree from a recognised university. SO you are eligible to apply with MBBS qualification.
While applying for prelims you need not provide any certificate or authorization letter.
But in case you clear preliminary exam, then you have to apply separately for mains exam. At that time, you should have completed the final examination (both written and practical exam except internship) and you have to submit a proof that you have passed the final exam from your institution.
At the time of Interview, you should have completed your internship and provide proof for the same.
