Examination procedure is
1)Preliminary Exam-qualifying exam
2)Mains exam
3)Interview
The qualification required is graduation in any stream.
Age-21 to 30 years-general category.
21 to 33 years for OBC
21 to 35 years for SC/ST.
Exam notification released in the month of March.

You may become an IPS being an electronics engineer but you have to appear for civil service examination conducted by UPSC every year.Selection of candidates for services like IPS (Indian POlice Service ) are done by civil service examination.
The pattern of examination has changed so you need to prepare accordingly.As now more weightage has been given to general knowledge and even in preliminary examiantion optional paper has been repalced by Civil Service Aptitude Test.In order to test the attitude of candidates for civil service examination.Keeping that in mind you may download previous year question paper from examination sections of UPSC official websites(www.upsc.gov.in).

Yes you can become an IPS officer or ACP being an electronics engineer but make sure you should have completed your graduation or in your final year of graduation for appearing in Civil Services Examination for becoming an IPS or ACP.For becoming an IPS or ACP you have to clear Civil Services Examination with a good rank conducted by UPSC.
Some other eligibility criteria for appearing in Civil Services Examination are:-
1.You should be a citizen of India.
2.You should have completed your graduation from any stream but from a recognized university.
3.Candidates in their final year of graduation can also apply for the same.
4.The age limit is 21-30 years for General candidates(4 attempts) with a relaxation in age of 3,5 and 5 years for OBC (7attempts),SC(unlimited attempts) and ST(unlimited attempts) candidates respectively.
