no you are also give the exam after the +2. class
For nda exam:-
Age limit for the 16 to 19.5 years only unmarried candidate eligible for the exam.
No relaxation for the reserve category
Secondary class with non-medical subject (math.chemistry, physics)
Two times held this exam in a year.
For SCRA special class railway apprentice:-
Secondary class passed in any stream from the recognized board.
Age limit for the 17 to 21 years.
No relaxation for the reserve category

sorry but no you can not apply for the upsc exams,
the basic educational qualification required for the upsc exams is graduation or engineering from a recognized university,
so just after first year of the HS you cannot apply for the upsc exam,
you need to completed your graduation first then only you can apply for the upsc exams.
along with this you must have attain the age of 21 years also,

UPSC conducts a lot of examination. there are different eligibility criteria for different exams. for exams such as civil services, Engineering services, Combined defense services etc educational qualification is a bachelor's degree in any discipline from a recognized university.
Other exams such as
1)NAtional defense academy examination
for entry into NDA/naval academy, the qualification is +2 or 12th standard with mathematics & at least one of physics/chemistry as a subject.
Age limit is 16 and half to 19 years
2) Special class railway apprentice exam
for apprenticeship in railways. Educational qualification is +2 or 12th standard.
There are no exams to apply after 1st year of HSC. But after completion of second year you can apply for the above mentioned 2 exams

the upsc examinations like
Special Class Railway Apprentice Exam
National Defense Academy and Naval Academy Examination (NDA/NA)
both these examination are 12th based examinations .
for the NDA examination
you need to pass 12th from a recognized board
with ENGLISH MATHEMATICS PHYSICS as subjects
within the age 16.5 to 19 years .
for this exam only INDIAN UNMARRIED MALES are eligible .
while for the SCRA examination
you need to pass 12th from recognized board
with MATHEMATICS PHYSICS CHEMISTRY as subjects
within the age 17 to 21 years .
for the other graduation based examination
you can apply for them while pursuing the final year of your course but not in your 1st year.

The minimum education requirement for the UPSC examinations are :
1.10+2 passed or appearing:
On the basis of these qualification you can give
National defence academy examinations
>>AGE LIMIT : 16.5 TO 19years.
Special class railway apprentice examination:
>>Age limit: 17 to 21 years.
2.Bachelor's degree in any stream from a recognised university.
On the basis of this qualification ,you can give:
Civil services examinations
>>21-30 years age limit with relaxation for obc and sc/st
Combined defence services
>>age limit: 19-25 years
Indian engineering services
>>Age limit : 21-30 years
Central police force examinations:
>>age limit : 20-25 years.
