you cannot apply for the same because you are in b.com part two which means you are in 2nd year and b.com course is for three years ,
so you are not eligible eligible because the minimum requirements for the civil services examination is graduation /
appearing in final year of graduation course with a govt. recognized university , which you are not so you are not eligible for the same right now,
yes once you complete your graduation then you can apply surely but before this if you applied then you candidature will not be accepted .
so i advised you to keep start your preparation , your preparation would not going to be waste , use this time to taking it as an opportunity of being prepared well.

if you want to become an IAS officer then you should pass the civil services examination which is conducted by upsc every year.
eligibility required:-
1. the candidate have a degree of graduation/ appeared din final year.
nationality:-
1. must be an Indian citizen.
age :-must be in between 21-30 years.
for obc : relaxation of 3 yrs.
for sc/st :-relaxation of 5 years.
if you have both the qualities only then you can apply for the same.

f you are not in the final year of the graduation then you cannot apply for the IAS examination because a candidates can only apply if he or she is a graduate in any discipline from a recognised university or a final year examination in graduation can also apply for this examination and the examination is known as the civil services examination.
Civil services exam have 2 stages-
-CSAT-civil services aptitude test.
This is a preliminary examination which includes the two papers of 200 each in the general studies, do if you are good in general studies then you can qualify the examination very easily.
-MAINS examination
Into this examination there are 9 papers and the total of the examination is 2000 marks so if you like to qualify this exam then you need to work hard because there are the optional subjects you have to choose for the examination.
If you qualify the examination then you can easily get the call for the personal interview.
Selection procedure is simple.
First you need to qualifythe written examinatiuon and after that you need to give the interview.
Total marks will be calculated and after that the merit list will be prepared and you can get the selection if there is your name visible ion the merit list.
