The minimum qualificaton for the Civil service exam is graduation and BMS is equivalent of graduation so don't worry you can apply for the civil service exam.
to apply for the civil service exam your age should be between 21 to 30 years.

The age limit for the exam is the 21 to 30 years for unreserved category.
Age relaxation for the reserve category.
3 years for OBC category and 5 years for the SC/ST cateogary.

Eligibility & requirements.
1.a graduate or a final year candidate from a recognized university any discipline can write civilservices conducted by upsc twice in a year.
2.the age for gen.21-30 years.obc.21-33 years.s/c s/t and rest.21-35 years.
3.candidate must be the citizen of india.
4.attempts:to clear cse gen.get's 4 years.obc get's 7 years and rest get's no limit till their age eligiblity permit.
Bms is equivalent to graduate so you can apply accordingly.

Eligibility for UPSC Exams and Civil Services Exams 2013 :
1. You should have a bachelor's degree in any discipline from a recognized university or if you are pursuing final year of the degree or appearing for final year exams or awaiting for final year result then also you can apply for this exam.
2. Your age should not be more than 30 years and lesser than 21 years and relaxation in age as per government guidelines only for reserved category candidates - 5 years for SC/ST and 3 years for OBC Category candidates.
3. If you belong to General Category then you are allowed to attempt only for 4 times of the UPSC Civil services exams and 7 times for OBC and there is no limit for SC/STs but they also are allowed to appear for this exam till 35 years of age.
You are definitely eligible and you can apply for UPSC Exams as - IAS, IPS, IFoS, CDS etc.

BMS stands for the Bachelor of Medicine and surgery .
The minimum qualification for most of UPSC exam is bachelor's degree in any discipline form a recognised university.However you have not mentioned the UPSC exam which you want to give after completing BMS.
So you can give UPSC exams on the basis of BMS.

1.Civil services examinations.:
The age limit is 21-30 years for general ,however relaxation provided to obc and sc/st respectively.
2.Combined defence services examinations:
