No, Sir without completion graduation you couldn't able to give UPSC exam so that firstly you have to completed your graduation from any stream after that you can apply for UPSC exam

I am really sorry to tell you that you can not appear for the UPSC exam without completing the graduation.
Because the minimum qualification for the UPSC exam is that you must have to complete your graduation from a recognized university or college of India and your age must lies in between 21-30 years.
