no friend you can not go for upsc exam.
the minimum qualification for upsc exam required is bachelor degree
age limit=21-30 years with certain relaxation age limit for sc/st/obc/phc
as you mentioned you just completed 12th board ,so if you willing to join defense field then you can appear for NDA EXAM,

The age limit is from 21-30 years, and after it only by PH quota on can appear it.

UPSC NDA - National Defense Academy Examination
Indian Military Academy : Must have passed class 12th in any discipline from a recognized university or board
Indian Naval Academy : Should be passed in class 12th with mathematics and physics as mandatory subjects from as recognized board and same qualification required for Indian Air Force Academy section exam also
Your age should not be less than 16.5 years and more than 19 years and upper age is not relaxable
UPSC SCRA - Special Class Railway Apprentices
Must have passed class 12th with physics and mathematics as compulsory subjects or

there are many exams which are conducted by the upsc, but the eligibility of all those exams are different.
Now after passing 12th if you want to appear for the NDA exam, then you can do that because for giving the NDA exam, you need to be a 12th class passed or appeared and your age should be in between 16.5-19 years. Moreover if you want to appear for the civil services exam, then you are not eligible because the minimum eligibility of giving the civil services exam is graduation.

and after graduation you will give any exam under upsc , and you know that who clear upsc exam that are eligible for 25 civil services.

You have to complete any degree offered by government approved institution with 60% marks in your pursuing degree...... And there is some limitation for age,etc... which you can check in upsc.gov.in
