I just want to say that it does not matter whether you got success or fail in your exam. UPSC have some standards for civil services exam and you have to fulfill them. If you are able and fulfill all conditions than you can go for civil service exam otherwise you are not allowed to sit in the exam. Here are some basic requirements for civil service exam.

Qualification: You should be a graduate in any stream from a recognized university (Percentage does not matter)
Age: Your age should be lies between 21 to 30 (General category), 21 to 33 for (OBC) and 21 to 35 years for SC/ST candidates.
Candidate should be an Indian citizen.

    thanks

Yes dear definitely means there is no problem for him/her to apply for UPSC Civil Service exam and the eligibility criteria is following for UPSC civil service exam :

A bachelor's degree in any discipline from a recognized university and if the candidate is pursuing final year of the degree then also he/she is eligible to apply for UPSC Civil Service Exam

Age should not be less than 21 years and more than 30 years and relaxation in upper age follows as 5 years for SC/ST and 3 years for OBC category candidates

If you are pursuing final year or have completed your bachelor's degree then also you may apply for this exam and there is no problem about the gap of 2 years from 12th to graduation and 1 year of your failure in class 12th because there is no rule or criteria mentioned by the UPSC board that the candidate should not have any gap in the studies because there are so many candidates those who completes their degree before more than 5 years of the exam and apply for this so you should apply for this exam between these following dates :

Start date for online application - 02-02-2013

Last date for online application - 04-03-2013

Date for the UPSC Prelims exam - 19-05-2013

If you are willing to apply for civil service exams then you should know that examination pattern and some other basic details about this exam which are following as :

Preliminary exam - This is the first test conducted by the UPSC board in civil service exam and in this test you will have to qualify two different papers in objective type pattern and each paper has 200 marks

Mains examination - This is the second test conducted by the UPSC board in civil service exam and this test is only for those who successfully qualify the preliminary exam and there would be 9 papers conducted in this test which are only in conventional type pattern and all 9 papers contains 2000 marks and qualifying in each and every paper is necessary

Interview Process - If you qualify prelims and mains exam then you would be ready to face interview process which is the last step of this selection process and it has 300 marks separate

    All the best

    Hello

You say rather us,that if you fail once then does that signifies that you are not a graduate any more, then that means that you have not done your graduation. It is true that you failed in your intermediate once but along with it is also true that now you are a graduate, and that is what matters to the UPSC.

In order to appear in the UPSC civil services,it is necessary that you must complete your graduation ,you did so then you are applicable.
