See if your university is affiliated with UGC i.e. University Grants Commission then you can absolutely fill up the form of UPSC. For this you have to go to www.ugc.ac.in and go in Inside HE section and go to the private university.
If there is the name of ellim university then you can go for UPSC exams.
Ya surely you can give the UPSC exam . Only educationam requirement is you have to complete your graduation from any recognized university otherwise you are not eligible for the exam .
The age limit for the exam is below :
21-30 for general cast
21-33 for obc
21-35 for sc/st/ex-serviceman/physically hanicapped .
There are maximum 4 attempts are allowed for the general cast , 7 for the obc and no limit for the sc/st .
so as per the above rules you can apply the exam .

-I am sorry but I doubt that the Bachelor in Arts degree you hold from ELIIM University will not be valued for the exams conducted by the UPSC of Graduation level qualifications.
-The degree you hold has been completed in ONLY ONE year,which should have been happening for not less than three years.
-According to the strict guidelines of the UPSC,only the candidates who have completed their normal Graduation,or Equivalent,from a recognized university,are applicable.Final year students May also apply.
-But there is no such mention about the candidates who completed their Graduation within an year.THOUGH I DOUBT THAT THE RULING MIGHT GO AGAINST FAVOUR.
