Yes you can give the exam of ies i.e. engineering services examination. But there is four categories for this exam.
1. Civil Engineering
2. Mechanical Engineering
3. Electrical Engineering

You can choose your category. The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.

Eligibility Criteria For National Defense Academy:-

The qualifications for the CSE are:
Educational : Any Bachelor's Degree
Age: General:21-3yrs, OBC:21-33yrs, SC/ST:21-35yrs

Indian Engineering Service Examination - A degree in Engineering in any stream and choose Civil Engineering as your main specialization for examination. Age should be between 21-30 years to apply
Indian Forest Service Examination - A degree in any one of the - Agriculture/ Animal Husbandry & Veterinary Science/ Botany/ Chemistry/ Engineering/ Forestry/ Geology/ Mathematics/ Physics/ Statistics/ Zoology from a recognized university and age should be minimum 21 years and should not be more than 30 years
Indian Civil Service Examination : A degree in any stream from a recognized institute/ university and age limit follows same as - 21-30 years
