Hi Aspirant,
Friend polytechnic is a Diploma not degree.
Polytechnic Diploma is not equivalent of graduation.
So you can not apply for UPSC exam.
I think you want to apply for CSAT exam.
In order to be appearing in UPSC exam you should complete your graduation in any stream.
Along with graduation you can continue your preparation for Civil Service Exam.
Required Qualification for CSAT exam
You should be graduated in any stream from valid university or its equivalent.
Final year student can apply for CSAT exam
No certain marks of percentage required
Age must be between 21 to 30 years.
Age relaxation to eligible category
SC/ST + 5 years
OBC + 3 years
PH + 10 years
You must be Indian
There is limited attempt for UPSC exam.
Number of attempt
General candidates: 4
OBC candidates: 7
SC/ST candidates: No limit

To join the Army though UPSC exams you have 2 ways either to appear in the NDA & NA exam or CDS exam.
Since you have not completed your graduation you are not eligible to appear for UPSC CDS exam.
You have completed your Polythenic course so you can apply to UPSC NDA & NA exam to join the Army.
The UPSC NDA & NA exams are conducted Twice a year to make recruitments to army,navy and airforce wing.
The next NDA & NA exam will be held on 07.04.2013
and notification will be advertised in the month of Dec 2012.
Eligibility :
Age Limit :
Candidates age should lie between 16.5-19 yrs.
Educational Qualification :
Army-12th pass from a recognised Board/Equivalent
Navy-12th pass with Physics and Math as subjects
Airforce-12th pass with Physics and/or Maths
12th Boards appeared/appearing can also apply provisionally.

1> for appearing the UPSC exam you must be graduate..
2> polytechnic is not equal to graduation degree it is only equal to diploma degree so you are not eligible for UPSC exam after completing the polytechnic..
3> polytechnic is equal to 12th standard so NDA exam is only a way for you joining the Army..
4> if you want to go in army through UPSC so please complete your graduation first..
