i want to tell you that Silcher polytechnic collage is a good collage in Assam and every collage have its own regulation which are prescribed by the state level university. if the university allows you to take admission in that collage after geting 38 percentage then you can go for it.
u can apply for those engineering colleges who conduct exams for the entrance.
as u have very less marks in 10+2, u wont get admission in those where selection is based on merit.

The admissions at these polytechnic centres are conducted on two criterias :
- Firstly,if you have good academic results,then you are liable to get entry on terms of that result.You will get an option to choose your subjects on the basis of marks you have scored. These are conducted in February.
Since you don't have scored good marks,you will not be able to get entry through these.
-The other admission procedure is conducted in May,through entrance exams.Irrespective of your results,if you perform well in your entrance exams,you will get admission in it.
This seems the only option for you to get admission in your desired college.
So you can go for the entrance exams .
