If you are graduate then definitely you are eligible for IAS exam provided your age is under the limit of the IAS norms.
The age limit for IAS exam is 21 to 30 years for general category candidate.
Age relaxation of 5 years is there for SC/ST, 3 years for OBC, 10 years for physically handicapped.
Hence if your age is according to the IAS norms then surely you can have a go at IAS examination.
Number of attempts are limited for General and OBC is 4 and 7 respectively. For SC/ST number of attempts are unlimited.
The selection procedure is of 3 steps:
-CSAT
-IAS mains
-Interview
Hence you must be well prepared for it then only you will become a IAS officer.

Educational qualification: The candidate should have a Degree in any discipline from university recognized by UGC.
Final year Degree Students can also appear.

but it is not based on your experience . it is based on your qualification and age .
because if you will fulfill the CIVIL SERVICE EXAMS ELIGIBILITY CRITERIA then you can apply for CIVIL SERVICE EXAMS.

if you can do it that means you are eligible for the same .
basic requirements for the same are mentioned below.
1. you must be the citizen of India.
2. you must be a graduate from a govt. recognized university.
3. you must be in between 21-30 years if you are a general category student.
4. and there is an age relaxation of 3 and 5 years for the obc and sc/st category aspirants.
5. there are also an age relaxation for physically handicapped and central govt employees of 10 and 5 years respectively.
but always remember that there is a restriction of no of attempts:-
