you should write the UNION PUBLIC SERVICE COMMISSION EXAM i.e civil service examination conducted every year. and the age qualification is u should be attained 21 years of age and should't exceed 30 years of age as per the date of exam. also u need the complete your graduation in an indian university.
as per the rules the candidate must be a
    > citizen of India or a subject of nepal or a subject of bhutan

    first step:
    >get an application form along with the information brochure from any of the head post offices and send the filled in application to

    The Secretary,
    Union Public Service Commission,
    Dholpur House
    New Delhi- 110011

    second step:

    > in the month of may the candidate have to take the INDIAN CIVIL SERVICES preliminary examinations i.e CSAT (CIVIL SERVICES APTITUDE TEST) consisting of two sections general knowledge [200 marks 2 hr's test] and comprehension and logical reasoning[200 marks 2 hr's test]

hte csag exam is just for the qualification to attend IAS exam . if ur not qualified in the CSAT ur nt eligible. [just like to get engineering seat u need to qualify in eamcet].

the final exam will be held in october of every year and the test comprises of

    > GENERAL STUDIES PAPER
    > GENERAL ESSAY PAPER
    > ENGLISH PAPER
    > ESSAY TYPE INDIAN LANGUAGE QUALIFYING PAPER
    > OPTIONAL SUBJECTS PAPERS

LATER THE SELECTED STUDENTS IN THE ABOVE CIVIL SERVICE EXAM ARE CALLED FA AN FINAL INTERVIEW WHERE THEY UNDERGO PERSONALITY AND MENTAL ABILITY TEST. LATER BASED ON THE ENTIRE MARKS THEY WILL BE SELECTED

    Hi,
Off-course its possible, as you said that you have completed your B.Tech in 2009.
So, you are eligible for the Civil Service Examination and you just need to do hard work. The Civil Service Examination can be divided into three parts : 1)Preliminary Examination 2)Main Examination 3)Interview.
    with Best wishes
