First of all you should know that age for age eligibility criteria of any Exam is calculated with respect to a ''fixed reference date'' .

That fixed reference date is announced in Official Notification or Brochure of the Exam.

For Example:
The age eligibility for SCRA Exam 2011 was calculated as '''17 - 21 years on 01/08/2011'''.

You are very lucky because the age limit for SCRA examination is a candidate must have attained the age of 17 years & must not have attained the age of 21 years as on the 1st august of the year of the examination and you will attend 20 years 9 months 19 days as on the 1st august of the year 2013 i.e. your age will be less than the upper age limit required for the examination.

Therefore you are absolutely eligible for special class railway apprentices(SCRA) examination 2013.

The other eligibility criteria includes educational qualification & that is a candidate must have passed in the first or second division, the Intermediate or an equivalent examination of a university or board approved by the Government of India with Mathematics and atleast one of the subjects Physics and Chemistry as subjects of the examination.
