Dear, both are belongs to different Categories:-
IAS officers are for handling Administration and law & order in a District or in a sub-division of a state. While, IES officers are for handling administration in a Particular Department of Central Govt. it may be in Railway, PWD, Health etc.

An IAS officer has power to execute in a District of a State as same as IES has power to execute in his Department.

Both has to follow orders of each other in their respective jurisdiction. For example:- If an IAS officer want something change in daily schedules of trains he has to get clearance from IES officer of Railway of his Jurisdiction and as same as IES officer is also bound to help IAS officer in interest of Public communication.

IAS has more power than IES officer because IAS is the All India Services exam.

IES and IAS , both are class 1 officers, with equal basic pay .

But the difference is because of the different responsibilities or different duties they have to perform.

As IAS is an administrative post so an IAS Officer generaly gets more exposure when compared to an IES Officer .

Although there is no descrimination between any IAS or IES, officialy but IAS is regarded as more powerfull.

And coming to your question regarding authority given to IES Officers- yes, they enjoy power in the department they work and get same financial perks as an IAS Officer.

Well mine friend, IES officers are of same rank as IAS officers...

But IAS officers are like elite guys with more power...(more is wrong too much is right term as compared to that of IES)

IAS officers are like Guys operating Administration alll the time...

IAS officers promote to get the best posts in India like that of P.A. of Chief Minister,etc

These officers may be assgined to any department irrelevant to whether they have experience of that field or not.

While when it comes to IES officers ,, these are guys who have responsibility of Engineering works,,,

IAS officers may at times command IES officers.

These promote to become state level technical key players.

Yet IAS officers enjoy a kind of invisible superiority when it comes at powers they exercise.
