You can not justify the benifits in the IAS/IPS and Army officers.

these are two different jobs.

IAS/IPS are the jobs for the sociaty developments whereas the Army officers deals with te army structures.

There is so much riscks in the job of Army than IAS/IPS.

So these posts have their own speciality.
