Yes student can select any optionals given in the list of optionals and it is possible if you choose subjects other than your degree.
So there is no problem.
There are 22 optional subjects candidates to choose any of them as optional paper in the mains exam of IAS.Indian Administrative services is conducteed by UPSC through it's norms.
***Accoeding to your question you can choose your optional subjects from irrsespective of graduation subjects but condition is there that subject must be within the 22 optional subjects prescribed by the UPSC board.
