You can be eligible for UPSC examination if you got your graduation degree in any subject.But you can take only one of the optional papers which you may or may not have study it during your bachelor degree from the optional list provided by UPSC

For the post of IAS you have to apply for Civil Services Exam that is conducted by UPSC every year. UPSC conduct Civil Services Exam every year.
For Civil Services exam you need graduation in any stream with any percentage.
coming on your question you can do graduation with any subjects. There is no compulsion that you have do do graduation in specific subjects.
According to new rules you have to choose only one optional subject from the list of optional Subjects. you can choose any optional subject and it does not matter that you have studied the subject in your Academic carrier or not.
