No chemical engineering graduates are not eligible to give this exam.
IES means Indian Engineering services exam, to give this exam you should have an engineering degree in any one of these disciplines.

As you are a chemical engineering graduate, you are not eligible to give this exam.
Indian Engineering Services Examination is conducted for these four branches:-

yes, sir Chemical Engineers can also apply for IES(Indian Engineering Services) exam. because for IES you need only B.E/B.tech degree in any discipline from recognized college or university. There is no bar of required percentage in B.E/B.Tech.So don't worry about anything and being a Engineering graduate in Chemical Engineering branch you can apply for IES exam.
but you can write IES exam by choosing any one stream from the following list of branches:

IES Exam is conducted by UPSC every year. for IES your age must be within 21 years to 30 years on 1 January of the year of exam. there is relaxation in upper age upto 3 years for OBC and 5 years for SC/ST.

Chemical engineering graduate are also eligible for the INDIAN ENGINEERING SERVICES EXAMINATION.
almost all the aspirants have confusion about this examination that is there any restriction of branches or it requires a particular branch of engineering but let me clear you that all the engineering students are allowed to give the examination .
but the restriction is that you must have to give the examination in one of the following subjects /branches .
the branches are:-
1. electrical engineering.
2. civil engineering.
3. mechanical engineering.
4. electronics and telecommunication.
so don't get misunderstand, clear your doubt that all the engineering graduates are eligible but you have to give the examination n the mentioned branches,and after that you will be appointed according to your specialization field.
other requirements:-
1. only Indian citizens are allowed to give the examination.
2. the candidates age must be in between 21-30 yrs if general.
3. if obc than the age criteria increase to 33 yrs.
5. and if sc/st category than the age criteria is 21-35 yrs.
there are an another restriction also which is of number of attempts.
No. of attempts allowed:-
&. only 4 attempts for general aspirants.
&. 7 attempts for obc aspirants.
&. no any restriction of attempts for sc/st aspirants.

I am sorry to say but the candidates belonging from the chemical engineering stream are not eligible for giving the IES exam that is been conducted by the UPSC.
For giving this examination, you need to be a graduate in any of the following engineering streams
1. Mechanical engineering
2. Electrical engineering
3. Civil engineering
4. ECE
The age limit for giving this exam is 21-30 years. Moreover there is a relaxation of 3 and 5 years is given to the obc and the sc/st category respectively.

Actually I.E.S exam is conducted by the " Union Public Service Commission "
And this UPSC conducts the I.E.S for the CERTAIN STREAMS only
So if you are CAPABLE and can write under the Below streams .. you can definitely apply for it
The streams that I am telling you are
<> Civil Engineering
<> Mechanical Engineering
<> Electrical Engineering
<> Electronics and Telecommunication Engineering
So by default to be eligible you must definitely have a BACHELOR DEGREE from recognized university
And the minimum age must be " 21 " years
Maximum age is allowed up to " 30 " years
Of course there will be an age relaxation for the reserved candidates
For OBC --- 3 years
For SC / ST --- 5 years
You must be an Indian Citizen
You must not have any Backlogs at all by the Conduct of the Examination
