BE/BTECH in any stream can apply for this exams.
Minimum age to apply is 21 years
Maximum age to apply is 30 years
OBC gets 3 years and SC/ST gets 5 years age relaxations

I�m sorry to say but chemical engineering graduates are not allowed to give the IES exam. The reason being this that only the engineers from 4 engineering branches are eligible of giving the IES exam
These branches are
Electrical engineering
Electronics and communication engineering
Mechanical engineering

And as chemical engineering is not included in these branches, therefore you are not eligible

The qualification required for applying in engineering service examination is a engineering degree in any stream.
But the issue with engineering service exams is that irrespective of any stream you will have to give exams of subject
1)Mechanical Engineering
2)Electrical Engineering
3)Electronics and communication Engineering.
4)Civil Engineering.
So although you have studied chemical engineering ,you will have to choose any one of the above four and that is pathetic.

No, I'm sorry to say but you cannot apply for IES belonging to Chemical Technology in Graduation. Only specified branches are allowed to take part in IES examination such as
1. Civil Engineering
2. Mechanical Engineering
3. Electrical and Electronics Engineering
4. Electronics and Communication Engineering
But, if you're interested then you can opt out for govt services such as IAS or IPS, depending upon your interest as you're not eligible for IES.
The details for IAS or IPS are
Education : You must be a Graduate in any stream from a recognized university.
Age Limits : Minimum age is 21 years and maximum age is for Gen - 30 years, OBC - 33 years, SC/ST - 35 years.
No of Attempts : Gen - 4, OBC - 7, SC/ST - No Restriction.
IAS examination is conducted in 3 phases :
1.Civil Service Aptitude Test (Prelims)
2.Main Exams
3.Interview
Exam pattern:
Preliminary Examination would consist of two papers- Paper I and Paper II.
Syllabus for CSAT as proposed by UPSC
(Paper 1) (200 marks) - Duration : Two hrs
(Paper II) (200 marks) � Duration : Two hrs
The final interview will be of 300 marks.
As you're not eligible for IES, depending upon your interest you can choose either IAS/IPS or try for some other jobs in your field of chemical technology.
