Hello Friend,
UPSC conducts only one exam for recruiting officers for civil services. I has around 24 different services. You need not to worry about services while applying for prelims. And also for mains, you need to fill your preferences in the mains form. There you can specify your choices. After interview, there will be a medical test. The doctor there will mention in his/her report about your suitability to various posts. So, if you give IPS as your first preference and you are found unsuitable for IPS, the doctor will write like 'not suitable for IPS'. So, you would not be considered for IPS. This process continues till your preference matches with any available post for PH.
So, don't worry about posts. Concentrate on your studies. I hope I am clear. Do write if you have any further queries.
Thanks,
goyalk
