Eligibility criteria for IAS exam is

candidate should be graduate from recognized university in any stream. marks or percentage doesn't matter.
Stream in graduation doesn't matter.

Yes dear not only computer science graduates but other streams passed out candidates are also eligible to appear for civil services exams because UPSC board required following eligibility criteria :

A degree in any discipline from a recognized university and final year pursuing candidates are also eligible

Age should not be less than 21 years and more than 30 years and relaxation in age as per government rules

5 years upper age relaxation for SC/ST, 3 years for OBC, 10 years for PWD and 5 years for Ex-Servicemen

Selection of the subject : Dear if you think to select subjects for your civil services then i would like to tell you for your kind information that before selecting any subject for civil services exams you will have to be passed in preliminary exam which is conducted by UPSC board and which has 2 papers of general studies carries 400 marks and if you successfully qualify the prelims then you would be declared as eligible for mains exam and you would be offered to choose any two subjects for your mains exam and the mains exam would be as subjective/descriptive and you have to pass 9 various papers in mains exam which are conducted for 2000 marks and you can choose any two of the following subjects for your mains exam :

There are various UPSC exams like

~IAS
~IPS
~IES
~IES

Now as a computer graduate you can apply for IAS,IPS,IFS and there are few UPSC exams also like PCS(police central services),you can apply for those,as they only have the qualification required as graduation,and that too from any stream.

You can apply for IAS,IPS,IFS,PCS only if you have a graduation degree in any stream from any recognized university,so you are applicable here,even you do not need to have any minimum percentage to show ,only the graduation is enough.

Now,it is really sad that there are hardly any subjects which is related to computer science and engineering in the list of the optional subjects that UPSC mostly offers',so it will be difficult for you to start as you just can not find any subjects similar to your syllabus,for more information visit the official website of UPSC

Yes even a computer student can write the upsc exam.

He is eligible for writing the exam only if he/she had graduated from a recognized university or college.

More over the percentage is not a criteria in this exam.Any student who has just got minimum marks in the Graduation can attend for this exam.

So it is wide open for all the categories.Only thing is you need to be passed in the graduation and hold a certificate from it.
