Don�t worry about the selection of optional subject for CSE mains exam.
But it is serious decision and should be taken very carefully.
Yes friend public administration and psychology are good subjects to score well.
Public administrate will also help you after cracking the UPSC exam in real life.
Psychology is good subject to gain good marks.
Friend you didn�t mention about your graduation.
In my point of view you should choose one subject related to your graduation subjects.
And choose one subject as per your interest like History, Psychology, Public Administration, Sociology etc.

firstly let me tell you there is no subject which can be said it is scoring.upsc is trying to maintain atmost parity between various optionals.
No optional is safe or unsafe.it is your level of preparation which makes the difference
optionals should be carefully chosen.
The interest in the subject,availability of study material and guidance,syllabus,your educational should be kept in mind while deciding the optionals.caerefull choose and dont choose becoz somebody it telling to do so.
