because you have passed diploma but for IAS EXAM you should have to passed graduate from the recognized university or final year appearing students can also apply .

1. Nationality : Indian
2. Academic qualification : Graduate in any stream from any recognized university.
3. Age limits : 21-30 (OPEN), 21-33 (OBC), 21-35(sc/st).
4. Attempts : OPEN-4 , OBC-7 ,SC/ST-9 .
No such percentage criteria is given for applying for Civil Services Exam. So you are eligible as you are a graduate.

Yes absolutely you are eligible for IAS Exam. Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS. UPSC doesn't consider marks so don't worry about it.
You just have to satisfy the basic eligibility criteria to appear for the Exam.
The candidate should be graduate in an discipline from a university recognized by UGC. Final year candidates can also apply.
Degree obtained in distance mode is also eligible.
Age Limit
The candidate should be of the age in between 21-30 years.
