The answer to your question is, perhaps, YES.
UPSC is commission which conducts several exams and Civil Service Exam(CSE), the most popular misnomer 'IAS exam' is one of them.
There are two phases in writing the CSE exam. First, Preliminary Exam and second, Main exam.
The preliminary exam is called "Civil Service Aptitude Test(CSAT)".
So, those who've qualified CSAT, are only eligible to write the CSE Mains.
And one important thing you've to consider is that, the syllabus for CSAT and CSE Mains is different.

The COMPLETE ELIGIBILITY CRITERIA of the Civil Services Exams are mentioned below ::
[01] NATIONALITY.
You must be a citizen of India,
or,You must be a subject of Nepal,
or,You must be a subject of Bhutan,
or,You must be a Tibetan refugee settled permanently in India,before 1962.
[02] AGE LIMITS.
You must be 21 To 30 years of age.
The upper age limit of 30 years is relaxable according to Government norms,by-
# 5 years for SC,ST,Government employees and ex-servicemen.
# 3 years for OBCs and Physically Disabled.
[03] ESSENTIAL EDUCATIONAL QUALIFICATIONS.
You must hold a degree of Graduation,or Equivalent,from any recognize university.
Just the passing percentage is required.
Final year students are also applicable.
[04] SEX.
Both male and female candidates can apply for the exam,irrespective of any Discrimination.
[05] NUMBER OF ATTEMPTS ALLOWED.
For General Candidates : FOUR.
For OBC Candidates : SEVEN.
For SC and ST Candidates : UNLIMITED.

First of all I would like to tell you that there is no IAS exam ,it stands for Indian Administrative services ,it is just a post which comes under the category of civil services examinations and the civil services examination is conducted by UPSC .
For becoming IAS in future,you have to clear the civils ervices examinations which consists of three stages:
1.Preliminary
>>CSAT: civil services aptitude test
2.MainS examination
3.Personal interview
note: For this examination ,you should be graduate and your age should be between 21-30 years.
