No it is not mandatory to have the employment newspaper to fill the application for UPSC recruitment exams

as now all Exam Notifications are available ONLINE and the application can be made through Online mode only.

You can visitwww.upsc.gov.in and www.upsconline.nic.in for filling up of forms Online.


Please note that there is only one mode of application now that is Online Mode and no other mode is acceptable.


The payments for the exams fees can be made Online through internet banking of any SBI branch/Visa/Master/Credit/Debit

cards Or Offline though challan in Cash at any SBI branch.

To fill the application form you have to visit the UPSC Website to apply Online.
UPSC only allows to register through Online Process.
It does not allow any other form of registration.
So Employment newspaper will provide you information about the upcoming examination.
But to apply for the examination you have to visit UPSC Website.
