dear friend upsc takes exam in three phases one is the written ,the second is the interview and the last one is the merit and dont mind there is not any preference given to the freshers upsc gives equal opportunities to all. So dear friend just apply for the exam work hard and get selected . best of luck buddy
Scaling system has not been revealed by UPSC so nobody knows abt it.You can send a RTI petition to public service commission and get your queries clarified
Since the UPSC is silent on how the scaling system is done, one can only assume and presume. I do not really think there is extra weightage given to first timer. The only advantage would be, he/she would be more fresh and will be highly motivated. It is very difficult to maintained one's composure and stay motivated after some hard-breaking failures and disappointments. So, my sincere advice to first timer is to give it as if it were your last. Never say, i'll do better next year!

their is no any provision regarding the scaling system is issued by the upsc till yet. the upsc conduct the exams according to its own rules and regulation and complete the exam process in the three steps in which the prelims, main exam and interview is included.
if any candidate is appearing for the first time for the test then their is no provision in the upsc that he/she will get extra weight age for first time appearing.
for information regarding the upsc or the functioning of the upsc a candidate can also visit to the site which is www.upsc.gov.in
previously UPSC prelims had optional subject. different candidates will choose different optional subject and difficulty level of optional subject and the question paper determined the scaling system. AS optional subjects are removed and in its place compulsory CSAT is announced, there is no need for UPSc to do scaling. Further UPSC does not even declare the cutoff for qualification, people are trying through an RTI application and recently got cutoff for 2011 prelims
