YES THE DEGREE FROM THE DISTANT MODE IS VALID FOR ANY STATE OR NATIONAL LEVEL GOVERNMENT EXAMS.
The distant mode of education was started by the government in order to help those people who did not have time to study as they need to work for their livelihood.They neither do have money nor time to go to the colleges or university daily in order to get the education.
Hence in order to provide assistance through educating them government started a process where the students can study but will not have to come to the college or school daily,in that case they can study as well as work for their livelihood.
Hence the distant education mode is very legal and every degree which is from a distant mode is applicable for the government and as well as the private jobs.

Kerala PSC stands for Kerala Public Service Commission. The KPSC Conducts the KAS [Karnataka Administrative Services] Exam every year.
The KAS Exams resembles almost as the the UPSC IAS Exam.
The Eligibility Criteria required for KAS Exam are :
* The candidate must have completed graduation in any stream from any recognized college/university.
* Candidates pursuing Graduation in final year can also appear for the KAS Exam.
* There is no any specific percentage required in graduation to be eligible.
* The Age Limit :
a) For General Candidates : 21-30 yrs
b) For OBC Candidates : 21-33 yrs
c) For SC/ST Candidates : 21-35 yrs
So , from the above mentioned , you can see that there is no mention of Distance /Regular Mode.
As candidates who have completed graduation in any mode can appear for the exam if the university from which they have got the degree is UGC recognized.

Yes distance degree holders are applicable for the Kerala PSC exams if the institution from you have obtained your degree is recognized by the Distance education Council
The age limit for the exam is as below:

If your university, in which you have obtained, is recognized university, then you can surely apply for the Keral PSC examination. But you should keep attention on age limit which is 21 to 30 years. The upper age limit for the examination is 03 years for OBC and 05 years for SC/ST candidates. Thanks..... Best of Luck...
