yes degree holder from ugc and naac approved university is eligible for the upsc and group exam but the degree is must bechlor not diploma or any other,
if the age and nationality and other criteria is fulfill then the student who complete is eligible for upsc and other group exam.

You must be passed a bachelor degree from a Indian recognized university.You must be citizen of India.

The degree must be from UGC approved or AICTE approved.

Your age should be between 21-30 years.

There is no limit for SC/ST candidates.

All the people who are graduated from a recognized indian university and are in between the age limit of 21-30 years, then they are eligible of giving the upsc civil services exam. and as ugc and NAAC are the well known universities, candidates belonging to these universities are also eligible of giving the exam
