dear, its depends on only candidates that which types of he will practice n give efforts for your study to become an IPS & DCP.........
If he/she will give proper time to study n give more efforts then offcourse he is eligible to become an IPS or DCP.

Some measures I have given you for it:-

1. Give proper time to study
2. Be punctual.
3. Take coaching n doing self study side by side.
4. Be honest n brave.
5. Give more efforts and take suggestion from your senior about that.
