Our country requires well informed citizens. Well informed citizens are the ones who are aware of their rights. the things they are entitled to receive, their duties, etc. Only such well informed citizens can run a true democracy. We citizens should know what laws we require for the prosperity of the nation as a whole. UPSc also expects the IAS aspirants to be well informed citizens. You should be able to analyse, a law, its positive and negative outcomes. Every law will not be good for everyone. THere will be some people who are affected by a project or law. Such negative outcomes should be properly negotiated.
Similarly, you have to adhere to various protocols as specified in constitution. Thus there are a lot of hardhips faced in framing a law.
To help the govt, negotiate the interests of the people and to spread awareness regarding a law/bill , these are the main functions of civil society( to which anna hazare and baba ramdev belongs). As an IAS aspirant, you should have your own view on any issue. First try to understand the view points of the govt., the civil society and the discrepancies between them. How to solve such discrepancies, what measures can be taken, will such measures be good or not, is it practical?
You have to think like this and develop you own understanding of this issue.

According to the background of Anna Hazare we can believe on him.
Because he is totally dedicated person for the country. He is an ex army person and did several reform work for his village and state. He is full blot less person. He fasted several time for us.
He have a support of well qualified person as Arvind kejriwal and Keran vedi and some others.
Arvid Kejriwal was an ex Income tax commissioner who sacrifice his jobs to fight against the corruption.
Kiran vedi is the first lady IPS officer of India.
Yes friend we can see several changes in our corrupt system after the implementation of Lok Pal Bill.
So in my view we should cooperate to Anna Hazare and recently they are bringing a political option in front of country for the comprehensive change in our system.
Now let�s talk about BABA Ramdev.
Ramdev is also a good person and have good reputation in India.
He teaches the meditation and cure the several disease through meditation.
He is also fighting against corruption and talk to bring the black money of Indian in india which is deposited in foreign banks.
But Baba ramdev and their companies is facing some case of tax evasion and their supporter acharya Bal Krisna facing the charges of fabricating in passport.
So I think Anna Hazare will be the best option in my point of view.
